Imagine School at Town Center Groundbreaking Ceremony Announces The Arrival of Flagler County’s Newest School
Tuition-Free K-8 School Brings Choice to Palm Coast Parents.
Imagine Schools, one of the largest and fastest growing charter school organizations in the nation, will break ground on its new 44 classroom, 43,220 square foot K-8 School in Flagler County on May 14 at 9:00 a.m.. At a time when funding cuts in education are limiting public educational resources, the non-profit organization is building this new $8-10 million facility at no cost to the taxpayer. The groundbreaking ceremony will take place in the new Town Center development just west of I-95 on the north side of exit 284, Highway 100 at 775 Town Center Blvd. Palm Coast, FL 32964.

Dear Mayor, City Manager, and City Council Members:
First, let me compliment the Public Works Department employees who have been working on the sidewalk construction on Rymfire. It is almost complete and it is a pleasure to have this, not only for walking, but, also for biking, scootering and skating. It is much safer to do that type of exercise on the sidewalk rather than on the roads.
I also want to extend our compliments to the area named Town Center. Wow, this place is beautiful for walking and biking. My husband and I rode our bikes there and traveled through every artery. The areas that will remain green are beautiful and the birds that are gathering there are huge! While biking, we passed seniors, young couples, dog walkers, and young families just enjoying the open space and what is at this time a safe place to be a pedestrian or a bike rider.
I realize that it will not always be available for biking, but, I hope that the "Powers That Be" realize that the residents of Palm Coast have been thirsting for this type of scene. Everyone we passed had a smile on their face. It was a feeling of being let out of a cage. It was a sense of nature and freedom and open space; it was a sense of community and belonging. With all that is happening in our City, I can sense a long overdue feeling of pride coming from the people who live here. When I go to the new shopping center on Belle Terre, I can see many of the people have a bit of a quicker step to their walk. They are shopping for food, haircuts, spa services, restaurants and even UPS.
What a thrill to have this available to us on this side of town. Everyone I speak with expresses their excitement in anticipation of the completion of Targets and the neighboring establishments. We finally have our own shopping area. We are always exchanging information with family and friends about a new place that may have opened or one that is going to have a grand opening. It's just great to see the City coming together in growth. Everyone is smiling again.

PALM COAST, FLORIDA December 15, 2006 /News/-- In 1996, Palm Coast Holdings Inc. acquired its first 13,000 acres of wilderness in Flagler County that were transformed into some of the community's most vibrant residential and commercial corridors. But that, executives say, was only the beginning.
Today, the Palm Coast-based company, which has bought and sold thousands of acres over the years, owns 15,000 acres in the Flagler County area. More than 12,000 of those are being developed into three mixed-use developments of regional impact that represent the three largest developments in the county's history.
The 1,557-acre Town Center at Palm Coast, Palm Coast Holdings' first major development project, just completed its first phase of development while the 4,700-acre Palm Coast Park is close to breaking ground on its first phase. Ormond Crossings, a 5,850-acre project that is the company's largest project to date, is in the permitting stage.
Those projects, along with the company's other local landholdings, have helped put the fastest growing county on the map, said Enterprise Flagler Executive Director Tom Cooley.
"It's molding Flagler County," Cooley said. "These are the investments that take risks, but pull it [development] forward."
Palm Coast Holdings is a subsidiary of Allete Inc. and was formed to manage the Duluth, Minn.-based company's real estate investments in Northeast Florida. Allete also owns Minnesota Power, an energy company that provides services to customers in Northeast Minnesota; BNI Coal, a lignite coal mining company in Bismarck, N.D.; and Superior Water, Light and Power, which sells electricity, water and natural gas to customers in Superior, Wis.
To date, 30 percent of Allete's total net income comes from Allete Properties, said Allete Properties President Laurie Holquist. It is expected to account for at least that much of the company's income in the future because of the Palm Coast Holdings properties.
Allete Properties officials discovered Flagler County shortly after buying its first real estate investments in Southwest Florida. The focus quickly shifted to Northeast Florida after Allete bought land from ITT Community Development Corp., the company that first developed Palm Coast as a planned community in the 1960s.
In the beginning, the company sold off the land piece by piece, sometimes to other investors who later developed areas such as the Home Depot shopping center, said Dave Lusby, vice president of commercial land sales for Palm Coast Holdings.
Other times, it sold to such developers as LandMar Group LLC, which used the land to build Grand Haven, one of the county's largest residential communities. "When we started, we really didn't consider ourselves a developer," Lusby said. "We considered ourselves a wholesaler of land."
Over the years, Palm Coast Holdings and LandMar Group have established and maintained a quasi-partnership, said LandMar Regional Vice President Jim Cullis, in which LandMar, a largely residential company, has bought land from the largely commercial landholding company. Because of that, Cullis said he knows firsthand that Palm Coast Holdings investments reach far beyond the land.
"They are a community steward, just like LandMar would like to consider itself to be," Cullis said. "You can't hardly go to a Boy Scout meeting or something like that and not see Palm Coast Holdings in the forefront."
By 2001, the holding company had become the largest landowner in Palm Coast and the largest owner of nonagricultural land in Flagler County when it acquired another 6,800 acres of undeveloped land from timber company Rayonier Inc.
Although it sold some of the additional property to other investors, Palm Coast Holdings decided to develop the vast majority of the remaining holdings as developments of regional impact.
The resulting projects are valuable not only to the developer, but the community as well, said Ira Corliss, Palm Coast special projects manager covering economic development. They will provide business meccas, opportunities for future growth, jobs and tax dollars that will offset the now heavily residential tax base.
"You have to look at it as a total package," Corliss said of the benefits of the developments, but "the most important thing is the fact that they're doing it."
The Town Center at Palm Coast will include 2,500 residential units, along with other economic resources the community has either very little of, or none at all. The project was designed to provide a pedestrian-friendly urban core -- something the city does not have.
Palm Coast Park will fill another void, Cooley said. Plans call not only for 3,600 residential units, but also for 800,000 square feet of industrial space to which Enterprise Flagler and Palm Coast Holdings are working closely together to attract class A industries such as software developers and federal contractors.
Palm Coast Holdings' latest project, Ormond Crossings, straddles the Flagler/Volusia county line with a variety of commercial and residential uses.
Another 246 acres in the Flagler County inventory are slated for smaller industrial, commercial and multifamily residential development projects.
Lusby said the company is searching for other acquisition opportunities in and outside Florida. "We don't want the cupboard to be completely bare."
